what is driving this car moving toy / game before 1986?

Trying to figure out the name of this toy / game he had. It aa game moves paper that turned a little wheel and drove the car at the bottom that scrolls past, there was a change of speed with reverse and forward maybe two forward gears .. There was a video game. The game is about the size of a hardcover book and ran into a couple of AA (?) Batteries. Almost everyone I saw was red, but ended up finding a blue light. I had one before 1986, but I'm guessing that from 1981-1985 to be popular. I do not think it was by any name large toy company (Hasbro, Kenner, Mattel, etc) and I think may have been for Radio Shack / Tandy.
